This will dispel the many myths generated by lightweight detective fiction, and sometimes malicious misinformation, not only by those seeking to avoid criminal liability by discrediting the investigators and the investigation, but also from individual members of the media.


Alexander Ivanovich Bastrykin  was born on 27 August 1953 in Pskov. In 1975 he graduated from law school of A.A. Zhdanov Leningrad State University (LSU), in   finished postgraduate studies of LSU, Ph.D of law (1987, the topic of the dissertation is “Problems of the state and international law interaction in criminal procedure”), Professor.

1975-1977 - served in the Ministry of the Interior of the USSR;

1977-1980 - postgraduate student,

1980-1982 - secretary of the Komsomol LSU;

1982-1983 - Secretary of the Leningrad City Committee of the Komsomol, Leningrad;

1983-1985 - Secretary of the Leningrad Regional Committee of the Young Communist League;

1985-1986 - Senior Lecturer of law school,

1986-1988 - Deputy Secretary of Party Committee of the Leningrad State University;

1988-1991 - Director of the Institute for Advanced investigative staff of the Procuracy of the USSR, the head of the investigative tactics,  Leningrad,

1992 - Head of the Department of Law in University for Humanities, St. Petersburg,

 1992-1994 - Rector of St. Petersburg Institute of Law,

1994-1995 - Professor of St. Petersburg Institute of Law,

1995 - Head of Department of Transport Law,

1995-1996 - Professor of Transport Law in St. Petersburg State University of Water Communications,

 1996 -1998 - assistant commander of the North-West District of interior troops of the Russian Federation on legal work,

 1998-2001 - Director of the North-West Branch of the Russian Legal Academy of the Ministry of Justice,  St. Petersburg,

 2001-2005 - deputy head of the Federal Department of the Ministry of Justice in the North- West Federal District, St. Petersburg,

 2005-2006 - Head of the Main Directorate of the Justice Ministry for the Northwest Federal District, St. Petersburg,

 June 2006 - Head of the Ministry of the Interior for the Central Federal District,

 From October 2006 - Deputy Prosecutor-General of the Russian Federation and a member of the Presidential Council on Anti-Corruption (approved by presidential decree of May 19, 2008);

On 22 June 2007 by the Resolution of the Federation Council Mr. Bastrykin was appointed the First Deputy Prosecutor-General of the Russian Federation - Chairman of the Investigative Committee of the Prosecutor-General’s Office of the Russian Federation.

On 4 October 2010 the President of the Russian Federation signed the Decree No 1204 appointing A.I. Bastrykin the acting Chairman of the Russia’s investigative Committee.

By the Presidential Decree of 14 January 2011 No 39 Mr. Bastyrkin was appointed the Chairman of the Russia’s Investigative Committee.

Mr. Bastrykin is the author of more than 120 scientific publications on relevant issues of state and law, the latest of which are: “Constitutional State and Human Rights: Monograph” under the joint editorship of Ph. D of Law, Professor A.I. Bastrykin; Russian Law Academy of the Russian Ministry of Justice, Northwestern (Saint-Petersburg) branch of Russian Law Academy of the Russian Ministry of Justice.-M.; Saint-Petersburg; Russian Academy Law of the Russian Ministry of Justice, 2012 – 220 p.; “Criminal Procedure: Textbook for Bachelors” under the editorship of A.I. Bastrykin, A.A. Usachov.-M.: publishing house Yurait, 2013.-511 p.- series: Bachelor, Basic course; was the Chairman of the Scientific Council of the Russian Law Academy of the Ministry of Justice (Northwestern branch) and a Professor of Theory of State and Law, is a member of Peter's Academy of Arts and Sciences, Russian Academy of Social Sciences, the Baltic Pedagogical Academy, was awarded the honorary title "Honored Lawyer of Russia", awarded a badge "Honorary Worker of Russian Justice”, Medal of A. Koni, the I degree Order of Peter the Great "For outstanding service and personal contribution to the development and strengthening of the Russian State”, a badge of honor "Silver Cross of St. George Union", the IV class Order of Merit, married, has two children.
