Case over death of people in fire in Voronezh Region passed on for investigation to Investigative Committee Central Office

The criminal case opened in a crime under part 3 of article 109 of the RF Penal Code (reckless homicide of two or more people) following the fire in Novokhopyorsk Psychoneurological Care Home which claimed lives of 23 people and sent 23 more in hospitals, has been passed on for investigation to the main Investigations Directorate. Criminal case has been opened in a crime under part 3o f article 238 of the RF Penal Code (provision of unsafe services entailing death of two or more people). The two cases have been joined to form a single law suit.

Investigators have searched and confiscated documents from the Voronezh Region Social Protection Department and regional office of the Russian Emergencies Ministry. At the same time the role of the administration of the psychoneurological hospital is being considered.

A number of forensic examinations have already been assigned, including DNA tests, forensic medical ones, chemical, fore and technical and others. The investigators have questioned officials, including the staff of divisions of the state fire control of regional and district level, who took part in quenching the fire. Personal files and medical charts of killed and injured patients have been seized. Documents regulating actions of all people in charge of fire safety and fire suppress and the staff from among the administration and rank-and-file staff in charge of safety procedure are being analyzed.

The investigation is under control of the senior officials of the Russia’s Investigative Committee.
