Former first deputy Governor of Vologda Region – Head of Finance Department found guilty of abuse of power

A court has recognized the evidence collected by the Vologda Region authorities of the Investigative Committee sufficient to convict former first deputy governor of Vologda Region – Head of the Vologda Region Finance Department Sergei Tugarin. He was found guilty of a crime under Part 2 of Article 285 of the RF Penal Code (abuse of office).

The court and investigation have revealed that in 2009-2011 illegal actions committed to ensure that 6 companies (OSOK Kubena, OOO Vologda Poultry Farming Center, OAO Sheksna Poultry Factory, ZAO Sheksna Bread Baking Factory, OAO Vologda Bread Baking Factory, OOO Stroyneftegaz) received state regional guarantees while those companies had no right to them for different reasons, entailed considerable violation of rights and interests of the residents of Vologda Region, interests of the society and state in the area of budgetary relations protected by the law. Regional guarantees provided to those financially unreliable companies with immediate assistance from Tugarin caused ungrounded increase of Vologda Region’s state debt by over 1.5 billion rubles and the fact that the Vologda Region treasury had to pay over 1 billion 158 million (158 million rubles without the right of recourse) to the banks, that Vologda Region had almost 200 million rubles of debt to the banks in state regional guarantees provided to PSKP Kubena, OOO Vologda Poultry Farming Center, that the region could not use the money paid to the banks for the needs of Vologda Region and its residents and could not provide guarantees to companies involved in social projects.

A lot of documents on financial and economic activity of the six companies, their credits and state regional guarantees have been collected during the investigation. There 120 files in the case. The investigators have studied carefully all the documents, and questioned a lot of witnesses concerning each one of those documents and any relevant detail. Irrefutable proofs of the involvement of the accused in the crime have been presented to the court thanks to thorough and efficient work done by the investigators.

The court has sentenced Tugarin to 3 years and 10 months in a minimum-security penal colony and banned him from taking any positions related to administrative, economic or managerial functions in state authorities and local governments for 3 years.
