In Omsk, investigators take measures workers of Mostovik got paid

The Omsk Region authority of the Investigative Committee has finished investigating a criminal case against former CEO of OOO NPO Mostovik Oleg Shishov, charged with a crime under Part 3 of Article 145.1 of the RF Penal Code (non-payment of wages for over two months committed out of mercenary or any other personal interest by the head of the organization).

According to the investigation, in 2014, CEO of OOO NPO Mostovik violated provisions of Russian Labor Code when he failed to pay wages to 16,248 workers in full for more than two months in a row and partially for more than three months in a row though could have done it. According to the investigators, the total debt over the period between January and November 2014 stands at 777.5 million rubles. At the same time, the enterprise had received at least 17 billion rubles, which was spent among others on some things not connected with wages.

During the probe, thanks to the measures taken by the investigators between November 2014 and February 2016 OOO NPO Mostovik paid almost the whole debt. At present the remaining debt is estimated to be 40 million rubles, which is planned to be paid to the workers while the company’s property is being sold out by the end of the year.

Considering the said and the application received from the accused that he agreed that the charges against him were dropped for non-rehabilitating reasons, the directorate of the Investigative committee has decided to stop the criminal action against Shishov due to an amnesty.

In addition, it has to be noted that at the moment, the Omsk Region Directorate of the investigative Committee continues an investigation against Shishov accused of stealing over 500 million rubles from the Omsk Region budget during fulfillment of a contract for construction of a section of the circle motorway of Omsk between Fyodorovka and Aleksandrovka and of evasion of paying over 515 million rubles of VAT. The investigation is ongoing.
