The Maritime Territory Office of the Investigative Committee has opened a criminal case against the Chancellor of the Far Eastern Federal University Sergei Ivanets. He is suspected of a crime under Part 3 of Article 33, Part 3 of Article 285 of the RF Penal Code (organization of office abuse).

According to investigators, in 2011, the University and OOO Sovremenny Universitet (Modern University) concluded a service contract for creation of an information and technical system worth a total of over 647 million rubles. Under the contract the service were to be provided during several years in five stages with the last stage to be completed in 2013. The third stage provided for creation, adoption and implementation of distributed print subsystem; finance, management accounts and planning subsystem; campus map subsystem, however, all of them were not completed. Between 20 August and 11 September 2015, the suspect ordered his subordinates - vice-chancellors of the University Aleksei Tskhe and Viktor Atamanyuk to arrange that the third stage acceptance certificates were made and signed, and on 15 September 2015 he ordered the chief accountant to transfer over 20 million rubles from the University’s account to the contractor’s account based on those certificates that contained false information on the amount of the work done. It should be noted that the case was opened based on the files provided by the Maritime Territory Office of the Federal Security Service.

The investigators have searched the suspect’s office and confiscated relevant documents. They are now questioning witnesses. The suspect has been detained and is expecting a restraint.
