In Amur Region, CEO of Stroyindustriya-S jailed for not paying wages to workers of Vostochny construction site

A court has recognized the evidence gathered by the Investigative Committee sufficient to convict CEO of OOO Stroyindustriya-S Firm Sergei Terentyev. He was found guilty of crimes under Part 2 of Article 145.1 of the RF Penal Code (the full non-payment of wages during more than two months out of mercenary or other personal interest by the head of the company) and Part 4 of Article 160 of the RF Penal Code (embezzlement, that is stealing of another’s property entrusted to the guilty one, committed by a person using their position and on a very large scale).

The court and the investigation have revealed that Terentyev while heading the said company that constructed some venues of the Vostochny space launching site, deliberately did not pay his workers wages for January 2015 which totaled to over 3 million rubles.

Between late November 2014 and early April 2015 Terentyev embezzled about 6 million rubles received by Stroyindustriya-S under the contractor’s agreement for fulfillment of construction work at the Vostochny space launcing site.

The case was opened on 5 April 2015, and Terentyev was detained on 6 April and remanded in custody following the request filed by the investigators.

The investigation attracted a lot of attention from the general public because of the interest to the construction of the Vostochny. A special investigative team of 18 investigators was set up to look into this case. It was hard to investigate because the victims were not residents of Amur Region, but had had to arrive to work from other regions of Russia: Crimea, Dagestan, Krasnodar, Stavropol, Transbaikalian Territory, Astrakhan, Kaliningrad, Saratov, Chelyabinsk Region and others. In all, 70 people were recognized victims. After the case had been opened, all of them departed. The investigators closely cooperated with their colleagues from regional departments of the Investigative Committee to question the victims and to conduct other investigative operations.

Forensic economic, construction and technical inquiries were run. The case files number 26 volumes plus 184 pages of the indictment.

During the preliminary investigation the accused paid the debt completely.

During the trial Terentyev pleaded guilty and was remorseful.

The court has sentenced him to 11 months in a minimum-security penal colony and a fine of 100 thousand rubles.
