Former Minister of State Property and Land resources of Nizhny Novgorod Region found guilty of abuse of office

A court has recognized the evidence gathered by the Nizhny Novgorod Region Office of the Investigative Committee sufficient to convict the Minister of State Property and Land Resources of Nizhny Novgorod Region Aleksander Makarov, who was found guilty of a crime under Part 2 of Article 286 of the RF Penal Code (abuse of authority).

The court and investigators have revealed that in 2012, the Minister illegally provided a piece of land over 17,000 square meters near Lake Meshcherskoye in the city of Nizhny Novgorod to a commercial organization allegedly for operation of a control center owned by the said commercial organization and located in said property. The property though was owned by Nizhny Novgorod Region and was sold for 130 thousand rubles.

During the preliminary investigation a number of forensic inquiries were run to determine the real cost of the property and the actual area necessary to operate the control center.

The appraisal examination determined the market cost of the sold property as over 60 million rubles, while a city development examination found that the area necessary to operate the control center is less than 100 square meters.

The court has sentenced Makarov to 4.5 years in a minimum-security penal colony. He was also banned from taking any positions in state authorities for 2 years.
