In Buryatia, official suspected of abuse of powers while signing documents on commissioning block of flats for orphans

The Buriatia Office of the Investigative Committee has initiated criminal proceedings against chairman of the Pribaikalsky District municipal economy management committee Nikolai Bashkirov, 55. He is suspected of a crime under Part 1 of Article 286 of the RF Penal Code (abuse of authority).

According to investigators, a construction company built an 18-flat residential building in the settlement of Turuntayevo, Pribaikalsy District which was then to be sold to the Government of Buryatia and later be moved into by orphans on the waiting list for housing. By late December 2014, the house was still not finished: the façade was not painted, the surrounding area was not arranged, the windows were not provided with heat insulation and some other work provided for by design documents both inside and outside the building was not done.

Despite the said flaws, on 22 December 2014, the chairman of the Pribaikalsky District municipal economy management committee violated the town-planning laws and issued the company a permission to put the house into operation. Orphans moved into the house later. Soon, however, the flaws led to cracks in the ceilings and walls of flats, to leaks of water from ventilation boxes and other defects making normal living in the house impossible.

At present, necessary investigative operations are underway. A construction expert examination is going to be assigned soon. If experts conclude that the house is not fit for living, the investigators will take measures to restore the violated rights of orphans and to provide them with appropriate housing. The investigation is ongoing.
