The Orenburg Region Office of the Investigative Committee has opened a criminal investigation in a crime under Part 4 of Article 159 of the RF Penal Code following grand fraud by the management of OOO Avtoportal while using the budget funds under municipal contracts.
According to investigators, in 2014-2015, the housing policy office of the Orenburg town administration and OOO Avtoportal concluded over 170 million rubles worth municipal contract for participation in shared construction of houses for orphans and neglected children and for the citizens resettled from unsafe houses in Turbinnaya Street in the town of Orenburg.
In 2014-2015, budget funds were transferred to the bank account of OOO Avtoportal as an advanced fee because the builder had presented a bank guarantee. Later, to deceive the customer about intentions to meet the conditions of the contract, the staff of the company made it look like they were doing some job. The municipal contracts for construction of 4 blocks of flats in Turbinnaya Street have not been fulfilled yet. Over 22 million rubles has been withdrawn from the account of the builder in cash, while another 10 million rubles has been transferred to the account of a third company and then cashed.
The investigators are going to find out the circumstances that contributed to the crime and take measures to identify people involved. A construction inquiry has been ordered. The investigation is ongoing.
The investigators will do everything to restore the violated rights of orphans and to provide them with good housing.
