Investigative Committee Chairman takes part in international academic conference
The international academic conference “The Optimization of Preliminary Investigation” is being held today at the Investigative Committee Academy. The event is attended by Chairman of the Investigative Committee Alexander Bastrykin, First Vice-Chairman of the Federation Council’s Committee on Constitutional Legislation and State Building Aleksei Aleksandrov, acting Chancellor of the Investigative Committee Academy Anatoly Bagmet, Director of Forensic Inquiry Institute, head of the department for forensic inquiries of the Kutafin State Law Academy of Moscow Yelena Rossinskaya, employees of the Investigative Committees of Russia and Belorussia, scientists, postgraduate students of Russian leading universities and the Donbass Law Academy and others.
In his speech Mr. Bastrykin outlined a number of proposals for optimization of the performance of investigative authorities. Namely, pointing the importance of the work of criminalists, the Chairman of the Investigative Committee said that it was reasonable to create forensic units in district offices of the Investigative Committee stressing that it was also necessary to “optimize the activities in terms of effectiveness of the use of forensic equipment”. Speaking to young investigators Mr. Bastrykin pointed out that “optimization is among other things a principled civic consciousness in combination with high moral qualities”. He reminded about the necessity to improve existent laws as one of the forms of optimization, and particularly mentioned the bills on criminal liability of legal entities, adoption of the institution of the objective truth and confiscation of property developed by the Investigative Committee.
Ms. Rossinskaya highly appreciated the book written by Br. Bastrykin and called Dactylography. The Signs of a Hand noting that “high scientific level of the book goes nicely with interesting examples of celebrated cases, stories about the pioneers of forensics in general and forensic dactylography in particular”. In her opinion “the level of the book makes it needed and useful to not only students and postgraduate student, but to professors of law universities, scientists, investigators and other practicing jurists as well, to all who are interested in forensics and pressing problems of fighting crimes”.
During a plenary session, Br. Bastrykin awarded medals of the Investigative Committee “For Assistance” to First Vice-Chairman of the Federation Council’s Committee on Constitutional Legislation and State Building Aleksei Aleksandrov, head of the department for forensic inquiries of the Kutafin State Law Academy of Moscow Yelena Rossinskaya, professor of the Moscow Technology University Anatoly Belkin, professor of the State Technical University of Tambov Viktor Bykov, professor of the forensics department in the Kutafin State Law Academy of Moscow Gennady Dashkov, professor of the Management Academy of the Russian Ministry of the Interior Anatoly Kustov, head of the forensics department of the Donbass Law Academy Aleksei Moiseyev and other scientists and officials of the Investigative Committee.
During the conference the participants discussed the problems of methodology and tactics of investigation, cooperation between investigators and law-enforcement authorities during investigations and planning, as well as criminal procedure support of preliminary investigation.
