Head of Vladivostok Igor Pushkaryov and his accomplice Andrei Lushnikov charged and placed in custody

The major office of the Investigative Committee has charged head of the city of Vladivostok Igor Pushkaryov with abuse of authority and commercial bribery (Part 3 of Article 285, Part 2, item “a” of Article 204 of the RF Penal Code), and his accomplice CEO of Dorogi Vladivostoka, a municipal unitary enterprise, Andrei Lushnikov has been accused of a crime under Part 3 of Article 204 of the RF Penal Code (commercial bribery).

Investigators believe that in 2009-2014, Pushkaryov acted despite the interests of his service and out of mercenary and other personal motives and abused his power when organized that Dorogi Vladivostoka bought a large amount of construction materials from group of companies Vostoktsement. It should be mentioned that Vostoktsement is headed and controlled by Pushkaryov’s relatives while the Vladivostok administration is the founder and owner of the assets of Dorogi Vladivostoka. The construction materials were bought at an overstated price for which Pushkaryov got at least 45 million rubles.

The said actions led to grievous consequences as Dorogi Vladivostoka suffered damage of over 158 million rubles and had a loan of over 800 million rubles.

In addition, in 2012-2014, Pushkaryov gave Lushnikov at least 1.4 million rubles as a commercial bribery. For that Lushnikov acted despite legal interests and authorized objectives of the company he headed, but in the interests of Pusharyov and group of companies Vostoktsement and insured that construction materials for repairing and maintaining motorways in Vladivostok under municipal contracts were bought from companies that were part of the said group.

Following a request filed by the investigators, a court has ruled to remand both of the accused in custody pending trial. Active investigative operations are ongoing to find out all the details of the crime. The investigation is ongoing.
