In Omsk, inspector of Siberian Rostekhnadzor to stand trial for negligence

The Omsk Region Office of the Investigative Committee has finished the investigation against state inspector of the interregional department for surveying state construction, self-regulated organizations and hoisting mechanisms of the Siberian Office of Rostechnadzor (the federal environmental, technological and nuclear safety inspectorate) Konstantin Ivanov. He is charged with a crime under Part 3 of Article 293 of the RF Penal Code (negligence).

According to investigators, in 2015, the state inspector was negligent while controlling observance of industrial safety by the construction company OOO IPK Zhilstroy. Despite the fact that the said company had not run industrial safety examination of a dangerous item – a tower crane, he did not stop the operation of the crane, did not take measures to hold an unplanned check and to file an administrative report on the company for industrial safety violation and to shut down the company.

According to the regional investigative authority, omission of the accused was the reason why the workers of the company started operation of the crane on 26 October 2015 and why it collapsed the same day on the road of Marshal Zhukov Street in the city of Omsk.

The crane fell on a Toyota RAV4 and a GAZel-Sobol killing a 30-year-old man, his 33-year-old wife and their 4-month-old son who were inside the RAV4 and a 53-year-old driver of the GAZel. The second 4-year-old son of the killed parents and the 36-year-old operator of the crane were badly injured.

The reasons for the collapse were technical faults of the crane and gross violations of its operation. Such terrible consequences might have been avoided if Ivanov had done his job properly.

The investigators have enough evidence, so the case had been referred to court.
