In Arkhangelsk Region, probe launched against staff of children’s home who let two inmates die

On the evening of 21 June 2016, inmates of Krasnoborsk Children’s Home aged 11 and 14 drowned in the Northern Dvina river near the village of Alekseyevskaya, Krasnoborsk District, Arkhangelsk Region. The Arkhangelsk Region and Nenets Autonomous District Offices of the Investigative Committee have initiated criminal proceedings against director of the facility Yelena Artemyeva suspected of a crime under Part 3 of Article 293 of the RF Penal Code (negligence that entailed death of two or more people) and job instructor Aleksei Belyakov suspected of a crime under Part 3 of Article 109 (infliction of death by negligence to two or more people due to improper discharge of duties).

According to investigators, on the afternoon of 21 June 2016, 9 inmates accompanied by the job instructor went to a forest to procure some bunches of green birch twigs. By an oversight of the instructor three of the children went swimming into the river and started drowning. Some local residents managed to save one of them. Searches for the bodies of the two children are still ongoing.

At the moment necessary investigative operations are underway to find out all the details of the incident. Restraint is expected.

Unfortunately we have to admit that accidents involving children’s death in water by oversight and negligence of adults become more frequent in summer. This is why the Investigative Committee once more urges adults to be more attentive and vigilant and reminds that they are responsible for life and health of children they take care of.
