In Maritime Territory, local man gets life for kidnapping and killing child

A court has recognized the evidence collected by the Maritime Territory Office of the Investigative Committee sufficient to convict Igor Tulyantsev. He was found guilty of crimes under Part 2, item “e” of Article 126 of the RF Penal Code (kidnapping), Part 4, item “b” of Article 132 (sexual abuse), Part 4, item “c” of Article 131 (rape), Part 2, items “c” and “j” of Article 105 (murder).

The court and investigators have revealed that on 27 October 2015, Tulyantsev waylaid an 11-year-old girl going to school in the settlement of Trudovoy and dragged her into his car. He took the child to the summer cottage owned by an acquaintance of his and located in Michurinets fardening society. Tulyantsev raped and sexually abused the girl. Fearing the consequences he strangled her and took the body to the nearby woods, where he buried it along with domestic waste.

Despite the fact that the crime had been committed without any signs disclosing the perpetrator, the investigators managed to solve it in short time. The investigators, all emergency services of the town and local residents had looked for the girl for three days. The investigators confiscated the footage from surveillance cameras around the area where the girl was last seen and got on the perpetrator’s track. While running the footage the investigators noticed a suspicious car which was later identified as the one owned by a 58-year-old unemployed local resident who had been convicted of robbery before.

Several forensic inquiries were run during the investigation, including a psychiatric one. According to the expert’s conclusion, the accused has no mental disorder, and was fully aware of what he was doing at the moment of the crime and is in control of his actions at present. Under the load of the evidence, Tulyantsev confessed to the crime and confirmed his statement at the place where the girl’s body was found.

The court has sentenced Tulyantsev to life imprisonment to be served in a special-security correctional facility and 2.8 million rubles of damages.
