In Moscow, investigation finished over stealing of budget funds by organized group on very large scale

The first office of the Head Office of the Investigative Committee has finished the investigation against Vladimir Startsev, Dmitry Arshandsky and Anzhelika Gorobets charged with a crime under Part 4 of Article 159 of the RF Penal Code (fraud, committed by an organized group on a very large scale).

According to investigators, Startsev, Gorobets, Arshansky, workers of Moscow Channel and some other individuals were acting willingly as a group in conspiracy and with mercenary intentions when they deceitfully stole over 459 million rubles of budget funds that exceeded the actual cost of the work done under the contract. They spent the money to their own needs and caused the Russian Federation represented by Rosmorrechflot, the Marine and River Transport Agency, which was the head distributor of the funds, large damage.

The investigators have enough evidence, so the criminal case has been sent to the prosecutor to approve the indictment and will then be referred to court. The investigation against the accomplices of the accused is ongoing.
