The Ulyanovsk Region Office of the Investigative Committee has finished the investigation against ex-convict Yuri Malafeyev, 48. He is charged with crimes under Part 2, items “c” and “j” of Article 105 of the RF Penal Code (murder of a minor), Part 5 of Article 132 (sex abuse of a child under 14 years of age). The investigation was under personal control of the Chairman of the Investigative Committee.
According to investigators, on 18 June 2016, the accused sexually abused an 8-year-old girl in Nizhnyaya Terrasa residential block in Zaborlzhsky District of the town of Ulyanovsk. He hit her several times on the head till she died. During the examination of the scene the investigators found traces, used them to find out the abuser’s DNA and detained him few hours later.
The investigators have enough evidence, so the criminal case with the approved indictment has been referred to court.
In addition, the investigative authorities are conducting the negligence investigation against officials in charge of administrative supervision over ex-cons (Part 1 of Article 293 of the RF Penal Code).
The investigation of crimes committed against minors is one the priorities of the Investigative Committee, whose position remains unchanged – each crime against a child must be investigated thoroughly and the guilty ones must be identified and brought to justice.
