In Ulyanovsk, man held on suspicion of killing teenager 20 years ago

The Ulyanovsk Region Office of the Investigative Committee has charged a 41-year-old man with a crime under item “m” of Article 102 of the RSFSR Penal Code (willful homicide by a group of people in previous concert).

According to investigators, on 2 June 1996, the drunken accused and two of his relatives killed a 15-year-old teenager with a spade in a forest near the settlement of Krasny Yar, Cherdakly District, Ulyanovsk Region. After the boy stopped showing signs of life, they buried the body in the nearby ditch.

The men were soon identified and charged, but they managed to escape investigative authorities and the probe which was them dealt with by the Prosecutor’s Office was suspended.

The men were wanted for the murder for many years. They hid in other regions of Russia, while one of them lived with a forged passport. Despite all that, the investigators of the Ulyanovsk Region Office, who had taken up the case, did not shelve it, but continued the investigation. The progress of the Investigative and search operations was discussed at meetings initiated by the regional investigative authority, while operative services were regularly instructed to ramp up the search operations. The investigators matched the images of the accused made before and after he got his fake passport and confirmed that both the images had one and the same man on them, whose BOLO was then issued by the police.

The accused was detained on 15 September 2016, at a traffic police check point in Samara Region and was then transported to investigators. This became possible thanks to coherent operations coordinated by the RF Investigative Committee. During the questioning, the man confessed to the crime and said that he had killed the teenager to avenge for a conflict their relatives had had not long before the crime.

After the investigation was resumed, the investigator has assigned necessary forensic inquiries, including medical and psychiatric tests. Following a request filed by investigators, a court has ruled to place the accused in custody pending trial.

At present, investigative operations are underway to locate the man’s accomplices and possible witnesses of the crime. The investigation is ongoing.
