The roof of the PAO Kalinin Engineering Plant collapsed in one of its workshops on the afternoon of 9 November 2016. 4 workers were killed, while another 14 were injured. The Sverdlovsk Region Office of the Investigative Committee has opened an investigation in a crime under Part 3 of Article 216 of the RF Penal Code (safety breach entailing death of two or more people by negligence).

Following the results of a number of investigative operations involving diversified specialists in construction, the investigators have established that there was another crime committed – implementation of work that did not meet safety standards and entailed death of two or more people by negligence. An investigation was opened in a crime under part 3 of Article 238 of the RF Penal Code and the two cases have been joined to form a single lawsuit.

The grounds for opening another case were violations of construction norms and technique in summer and autumn 2016 when the roof of the plant was being repaired. The investigators found out that the work was done by two contractor firms run by 43-year-old local resident. According to the information available at the moment, the man is an official director of one of the firms and an actual head of another one.

As the investigators have proofs that the man was involved in the crime, they decided to detain him as a suspect. He was held with operative support provided by agents of the Sverdlovsk Region Office of the Federal Security Service and police operatives. The man was detained on the night of 11 November in a café and delivered to a pretrial prison. He is now expecting the restraint.

The investigation is ongoing. The investigators are carrying out necessary operations to find out all the circumstances surrounding the crime and to impartially assess the actions of the suspect. They are also checking if other individuals were involved in the crime.
