In Moscow, former employees of quartermaster department jailed


A court has recognized the evidence collected by the Head Office of the Investigative Committee sufficient to convict former deputy head of the Moscow Quartermaster Department retired colonel Andrei Chenichenko and former head of the state institution of barracks office No 5 of the Moscow Quartermaster Department’s housing and utilities office Georgy Grigoryan. They were found guilty of a crime under Part 3, item “c” of Article 286 (exceeding power) and part 5, item “c” of Article 290 of the RF Penal Code (taking a bribe on a very large scale for illegal actions).

The court and investigators have established that in 2011, Chernichenko gave illegal written orders to Grigoryan to sign housing contracts with individuals not entitled to be provided with housing by the RF Ministry of Defense. 9 apartments in Moscow worth over 83 million rubles were illegally withdrawn from the ownership of the Defense Ministry. In 2011, for a bribe of 20,000 US dollars Grigoryan illegally signed housing contracts with individuals not entitled to be provided with housing by the Defense Ministry. Another 2 apartments in Moscow worth 17,553,000 rubles were withdrawn from the ownership of the Ministry.

By the decision of a military tribunal all 11 of the flats were returned to the Defense Ministry fully restoring the damage done.

The court has sentenced Grigoryan to 9 years in prison, banned him from doing anything related to management of material resources for 5 years and fined him for 1 million 400,000 rubles. Chernichenko has gotten a suspended sentence of 4 years with 2 years of probation and was banned from doing anything related to managing material resources for 3 years.

According to Part 2 of Article 81 of the RF Penal Code Grigoryan has been released due to illness.
