The Ural Transport Office of the Investigative Committee has finished the investigation against the head and foreman of mechanic section of OOO Ship Repair Sumkino charged with a crime under Part 3 of Article 143 of the RF Penal Code (breach of labor safety entailing death of two people).

According to investigators, at about 6:24 PM, 23 May 2016, an explosion happened aboard the G70 ferry barge while it was painted and welded in the dry dock of OOO Ship Repair Sumkino located in the settlement of Sumkino, Tobolsk, Tyumen Region. The explosion killed a welder and a ship repair worker and severely injured another ship repair worker.

Investigators have established that while welding sparks were caught into the mouth of an open hatch of the second hold on the starboard of the barge and inside the hold which caused the explosion. The accused bound to supervise the beginning and the course of the welding and other work had not foreseen that not long before that another team had painted the inside of the hold. This way both the head and the foreman of the section failed to ensure safety of the workers during operation of the equipment and technological processes, did not stop potentially dangerous actions of their workers or did them themselves while having the opportunity.

During the preliminary probe, the investigators did a lot of work to collect necessary evidence. They examined the crime scene and ran different forensic inquiries, including medical, fire and explosion ones including examination of oil products and fuels and lubricants; questioned more than 20 people.

They filed a request with the CEO of OOO Mezhregionflot that effective steps should be taken to eliminate and prevent the conditions that contributed to such crimes related to labor safety breach.

The investigators have enough evidence so the criminal case with the signed indictment has been referred to court.
