Former deputy chief of Rostov Region traffic police department found guilty of organizing attack on his boss and bribery

A court has recognized the evidence collected by the 7th department of the Investigative Committee’s Head Office (based in the city of Rostov-on-Don) sufficient to convict former deputy chief of the traffic police department of the Interior Ministry’s Rostov Region Directorate Alexander Otsimik and Shaikhav Gadzhiyev. Depending on the role of each one they were found guilty of crimes under Part 6 of Article 290 (taking a bribe), Part 3 of Article 33, Part 3, item “a” of Article 111 of the RF Penal Code (organization of an attack on a person due to their professional activity).

The court and investigators have established that Otsimik disagreed with the activity of his superior – Head of the Rostov Region Traffic Police Department Sergey Morgachev and decided to organize an attack on him. To do that he employed an acquaintance of his, who is now serving time in prison, to hire Gadzhiyev, a resident of Astrakhan, for a fee of 500,000 rubles. Gadzhiyev organized that two perpetrators and an accomplice attacked Morgachev on 25 March 2014 in the city of Rostov-on-Don and caused him grievous bodily harm.

In addition, between August and September 2013, Otsimik, while serving as the head of the Rostov Region Traffic Police Department had taken a bribe of money and illegal provision of services of material nature worth a total of over 2.3 million rubles for getting number plates with particular series of numbers and letters on them to bribe givers.

Well-planned investigative operations and particularly the examination of the crime scene found several drops of blood that did not belong to the victim. A DNA test showed that Gadzhiyev was involved in the crime.

It was a case difficult to investigate because the crime was interregional as perpetrators, one of organizers and the accomplice were Dagestani nationals living in Astrakhan from where they had come to commit the attack and then fled to the said regions.

The court has sentenced Otsimik to 10 years in a maximum-security correctional facility and a fine of more than 47 million rubles as well as banned him from taking any positions in law enforcement and deprived him of his police lieutenant colonel rank. Gadzhiyev got 7 years in prison.

Two accomplices and another one of the perpetrators have been convicted earlier, while another perpetrator is still wanted.
