In Tatarstan, probe launched in death of child in swimming pool

An 11-year-old girl drowned in the swimming pool of the Afina Sports and Recreation Center in the town of Naberezhnye Chelny, on the afternoon of 19 November 2016. The Tatarstan Office of the RF Investigative Committee has opened an investigation in a crime under Part 2, item “c” of Article 238 of the RF Penal Code (provision of services that do not meet safety standards and have entailed death of a person by negligence).

According to investigators, it was the first time the girl had come to the swimming pool with a friend of hers. The latter saw that the girl was nowhere to be found and reported to an instructor. The investigators believe that the tragedy happened because of safety breach by a responsible person who left the child unattended in the 3.5-meter deep swimming pool.

By now the investigators have seized footage from surveillance cameras in the pool and documents from the facility’s administration. Persons are being identified including those among the administration of the center who are responsible for safety. The investigators are going to give their actions (omission) legal assessment. Investigative operations are underway to find out all the circumstances surrounding the incident.
