Joint efforts of the Pskov Office of the Investigative Committee, regional police department, Pskov Region Administration and regional human rights commissioner have saved a human life.

Constant monitoring of messages sent among users of social networks due to a tragedy that happened in the settlement of Strugi Krasnye on 14 November 2016, allowed revealing that starting from 15 November an unidentified user publicly counted down days before his suicide, which he was intended to commit in a certain manner on 20 November 2016, his birthday.

The information was forwarded to the Pskov Region Police Department right away. On the same day, an operations center was set up by senior officials of regional offices of the Investigative Committee, Interior Ministry and region’s administration. Massive efforts were made to identify the young man, his IP address and locate him. It was hard enough to do as he had no permanent residence, and moved around the town all the time.

More than 200 police officers, Investigative Committee’s investigators and officials of the region’s administration were involved in the operation. On the night of 20 November 2016, the young man was found and detained while heading to the suicide scene.

During an interrogation he confessed that he was pushed to commit suicide by the death of teenagers in Strugi Krasnye widely published in mass media.

The young man was evaluated by a psychologist and committed to a psychiatric hospital where it was found out that he was a on a list of persons suffering from mental disorders. His temporary residence has been searched.
