The Vice-Chairman of the RF Investigative Committee has initiated criminal proceedings against head of the Kemerovo Region Office of the Investigative Committee Sergei Kalinkin, Deputy Head of the Second Major Cases Department of the Investigative Committee’s Kemerovo Region Office Sergei Kryukov, Senior Investigator of the said department Artemiy Shevelyov, Deputy Governors of Kemerovo Region Alexy Ivanov and Alexander Danilchenko, Head of the Administrative Bodies Department of the Kemerovo Region Administration Yelena Troitskaya, founder of OOO PTK Ugol (Coal) Alexander Shchukin, his proxy Gennady Vernigor and other unidentified people. They are suspected of a crime under Part 3, item “b” of Article 163 of the RF Penal Code (extortion).
According to investigators the suspects conspired to extort from Anton Tsygankov his 51% of shares in AO Inskoi Open-Pit Mine, the market price of which is at least 1 billion rubles, which equals to especially large scale under the current law.
The Fifth Department of the Investigative Committee’s Head Office (based in the city of Novosibirsk) has been charged with the investigation.
At present, investigators together with agents of the Federal Security Service’s territorial branches are searching residences and offices of the suspects and are conducting other investigative and procedural operations to find out all the circumstances surrounding the crime. The suspects are expecting charges and restraints.
This is not the first conspicuous case against our employees and high-ranking officials, and unfortunately it won’t be the last. The position of the senior officials of the Investigative Committee remains unchanged: all those who commit crimes, whatever their positions or ranks are, must and will be prosecuted. All the more we won’t allow this kind of interpenetration of officials and law-enforcers taking place. In this case, the criminal scheme was discovered and broken up in the shortest time. Now the investigators will not only collect necessary evidence against the suspects, but will identify other accomplices to the crime as well.
