In Yakutia, probe launched in death of 18-month-old baby and frostbite of his 3-year-old brother

The Sakha (Yakutia) Republic Office of the Investigative Committee has opened an investigation in negligent homicide under Part 1 of Article 109 of the RF Penal Code after the dead body of an 18-month-old baby and his 3-year-old brighter showing signs of frostbite were found in a flat in the settlement of Ytyk-Kyuel.

According to investigators, the 25-year-old mother of the children was drinking alcohol on 16 November 2016. The children were home. Around 11 PM, the woman went outside to take out trash. According to her, she woke up the next morning in the flat of her friend and could not remember what had happened.

The incident was reported to the police by the children’s grandmother, who had come back after meeting her friend at 9 AM on 17 November. She had found the body of her 18-month-old baby on the floor and the door to the flat was ajar. The three-year-old boy wrapped in a warm blanket was lying on a bed, but doctors later found that the boy had 1-degree frostbite to both hands and feet.

The boy was taken to hospital and now he is stable.

The investigators have established that the 3-year-old went outside barefoot and got frostbites. The marks of his feet and hands were found on snow at the scene. In addition, at the moment the investigators started examining the flat it was only 7 degrees above zero inside.

A forensic medical examination has shown that the baby died of exposure.

A number of investigative operations are underway to find out all the details surrounding the incident. The investigation is ongoing.

The investigators are going to give legal assessment to actions (omission) of the officials of the district administration’s juvenile commission, juvenile office of the district police department, territorial branch of the guardianship authority, as of their discharge of their duties and taking proper measures to prevent the crime.
