Investigative Committee holds meeting to discuss investigation into overdue wages

The Chairman of the RF Investigative Committee has held a meeting today to discuss investigating cases over overdue wages and other mandatory payments.

Participants of the meeting noted that the number of reports made on crimes under Article 145.1 of the RF Penal Code (failure to pay wages) increased in 2016 (from January to September) and is now 7,575 which is 17.3% up from the same period in 2015 (6,457). The most such reports are registered in Central and Siberian Federal District. The number of cases opened from January to September 2016 went up by 85.6% and reached 1,214 (against 654 cases opened in the same period last year).

The higher number of opened cases is due to high quality of procedural inspections.

In all, investigators dealt with 1,665 criminal cases opened in the crimes under discussion, with 39,055 people recognized as the injured party. 494 cases against 505 defendants were referred to courts (against 293 cases over 9 months of the last year).

One of important evaluations of investigation in such crimes is indemnification of damage. During preliminary investigations and checks more than 2.2 billion rubles was indemnified and property worth more than 50 million rubles was arrested.

At the same time, participants of the meeting pointed at a number of problems in such investigations. Some steps for more efficient work of investigators were developed during the meeting. Among other things, focus was made on the necessity to take quick steps to find property of debtors and to arrest it in order to secure damages paid under civilian actions and other possible pecuniary penalties.
