The Altai Territory Office of the Investigative Committee has finished criminal proceedings against former Vice-Governor of Altai Territory, head of the Education and Youth Policy Directorate Yuri Denisov charged with taking bribes including on a large and very large scales with extortion (Part 5, items “b” and “c” of Article 290, Part 4 of Article 290, Part 6 of Article 290 of the RF Penal Code). His wife is charged with complicity in bribery and that on a very large scale under parts 1 and 4 of Article 291.1 of the RF Penal Code.

Investigators have revealed that from November 2009 to March 2016, Denisov took cash and property bribes from heads of three lower institutions of educational system for signing financial documents on the expenditure of the funds allocated from federal and territorial budgets to implement federal education development programs and for dismissing his subordinates or prolonging their terms of office.

The investigators revealed 4 counts of such criminal activity. He took bribes of between 50,000 and 2 million 250 thousand rubles in parts both in person and via a middleman. Denisov received a total of more than 2.5 million rubles worth of bribes. His wife acted as a go-between in most of the instances and was detained by agents of the Altai Territory Office of the Federal Security Service on 4 March 2016 upon taking another part of a bribery of 200 thousand rubles.

The investigators together with the agents of the Altai Territory Office of the Federal Security Service did a lot of work to collect and document evidence: they questioned more than 100 witnesses, conducted more than 20 searches, including those in the residence of the accused and Denisov’s office, carried out a lot of seizures and further analyses of documents regarding implementation of the federal education development program, ran complex forensic examinations. A court arrested the property of the couple worth more than 12 million rubles.

At present the accused and their defending lawyers have been notified that the criminal proceedings were finished. They are going to read all 15 volumes of the criminal case. After they have finished, the case will be forwarded for the indictment to be signed and then will be referred to court.
