The Novosibirsk Region Office of the Investigative Committee continues criminal proceedings against the head of Kuybyshev District, Novosibirsk Region Viktor Funk, charged with exceeding powers under Part 3, item “c” of Article 286 of the RF Penal Code.
The Head of Kuybyshev District is charged with exceeding his powers while financing the reconstruction of a pump and filtering station in the town of Kuybyshev at the expense of budget funds. According to investigators, from 2010 to 2012, while implementing a regional program “Providing the population of Novosibirsk Region with drinking water in 2008-2012”, Funk groundlessly transferred more than 100 million rubles of budget funds to a commercial organization. However the reconstruction of the pump and filtering station were not finished. The population of Kuybyshev remained without drinking water that met all sanitary codes, while a lot of budget funds were spent without reaching necessary result.
At the initiative of the investigators, a court has ruled today to suspend Funk from his office. The court agreed with the investigators that while occupying the position the head of the district is able to counter the justice and press witnesses among his subordinates in the district administration and thus will prevent the investigators from finding out the truth about his crime. The court awarded Funk with a monthly allowance of the subsistence level.
At the moment the investigation is about to be finished.
