One of accomplices in embezzlement of money allocated to build Vostochny space launching site jailed

A court has recognized the evidence gathered by the Head Office of the Investigative Committee sufficient to convict former CEO and party of OOO Stroykonstruktsia S Anatly Ryazanov. He was found guilty of complicity in embezzlement committed by an organized group on a very large scale under part 5 of Article 33, Part 4 of Article 160 of the RF Penal Code.

The court and investigators have revealed that n 2012-2013, Ryazanov and head of Spetsstroyservis under Spetsstroy of Russia Andrei Yartsev together with CEO of ZAO Stroykonstruktsia Nikolai Shkadin, his deputy Igor Novikov and Vladimir Deniskin acted as an organized group when they embezzled more than 1.1 billion rubles, the funds from the federal budget entrusted to Yartsev, for the benefit of OOO Stroyconstruktsia S, a limited liability company owned by Ryazanov and another accomplice. They bought from Stroykonstruktsia S some metalwork to construct facilities of the Vostochny space launching site at overrated prices, while the real expenses for the said goods were about 600 million rubles. The metalwork purchased was used to construct a test system for receiving, servicing and prelaunch preparation of parts of a carrier rocket.

Ryazanov made a plea deal so the criminal case against him was severed to form a separate lawsuit. During a preliminary investigation he gave detailed testimony about the crime including that against his accomplices. The investigators arrested some of Ryazanov’s assets to compensate for the damage done. The arrested property includes expensive vehicles - Mercedes Benz S500, BMW 750LIXDRIVE and Infinity QX80, two parking spots, a BAYLINER motor vessel, some money, jewelry and watches.

In addition, to see the entire criminal scheme of stealing the budget funds the investigators had to study and analyze a lot of objects and documents confiscated during the probe. A number of complex forensic examinations were run, including financial and economic ones. Competent and meticulous work of the investigators helped to find out that the contents of the purchasing documents fall short with truth.

The court has sentenced Ryazanov to 4 years in a minimum-security correctional facility.

The case against Novikov with the signed indictment has been referred to court this week. The rest of the accomplices and their lawyers continue reading the criminal materials.
