Sixteen charged over mass methyl poisoning of people in Irkutsk Region

The fifth department of the Investigative Committee’s Directorate based in the city of Novosibirsk continues the investigation in the death of people in Irkutsk after drinking some alcohol-containing substance (part 3 of Article 238 of the RF Penal Code – production, storage, selling of goods and products which do not meet safety standards entailing death of two or more people by negligence).

As of 28 December 2016, of 123 people taken to hospitals with suspected methyl poisoning, 77 are dead, 11 are under treatment in hospitals and 9 have been discharged.

Investigators have ordered forensic medical examinations, which have not been completed yet. Cause of death of each of the victims will be revealed by a whole set of tests, including histological and chemical ones.

By now, there are 22 detainees. 7 of them have been placed in custody pending trial, 10 more are under house arrest, 5 have been released on recognizance.

Charges of production, storage, selling of goods and products or execution of work which do not meet safety standards under Article 238 of the RF Penal Code have been pressed today against 16 of the detainees. Another 6 are going to be charged in the near future.

Irkutsk Region deputy minister of property relations Yevgenia Nefyodova whose case was severed to form a separate lawsuit has been released on recognizance.

In addition, the investigators are taking steps to find out all the reasons and conditions that made the crime possible. They are going to give legal assessment to the actions and omission of all officials of executive authorities on both municipal and regional levels.
