Chief police department in Irkutsk suspected of negligence entailing mass poisoning of people by alcohol-containing substance

The fifth department of the Investigative Committee’s Directorate based in the city of Novosibirsk continues the investigation in the death of people in Irkutsk after drinking some alcohol-containing substance (Part 3 of Article 238 of the RF Penal Code – production, storage, selling of goods and products which do not meet safety standards entailing death of two or more people by negligence). During the investigation, another crime has been revealed of which head of the district police precinct and juvenile office No4 of the Irkutsk Office of the Interior Ministry Denis Cheremisin is suspected. He is charged with negligence entailing death of more than two people under part 3 of Article 293 of the RF Penal Code.

According to investigators, in the period of time between 28 January and 31 December 2016, Cheremisin failed to properly organize the work of district police agents at administrative areas under the jurisdiction of Irkutsk police office No 4. As a result, one of stalls sold alcohol-containing haw concentrate which contained substances dangerous for life and health including methanol.

By now Cheremisin has been detained under Article 91 of the RF Criminal Procedure Code and is now expecting a restraint.

According to the latest information, out of 123 people taken to hospitals with methyl poisoning, 77 are dead and 3 more are still being treated in hospitals.

As became known earlier, all 22 of the detained were charged, 8 of them are now in custody, 9 under house arrest and 5 were released on recognizance. The investigation is ongoing.
