Man charged with kidnapping girl in Orenburg involved in crimes committed against children in 2011 and 2013 in Perm Territory

During an investigation in the kidnapping of a 12-year-old girl in Orenburg, the regional investigative authority has detained a 29-year-old suspect from Perm Territory. After a number of forensic inquiries the suspect’s DNA has matched that of a person who committed crimes against children in Perm Territory in 2011.

A sex crime was committed against two children on 8 March 2011, in the town of Krasnokamsk. The perm Territory Office of the Investigative Committee opened an investigation in a crime under part 4, item “b” of Article 132 of the RF Penal Code.

The same investigative authority was investigating disappearance of a boy (Part 2, item “c” of Article 105 of the RF Penal Code) in 2013. The boy had left school with his classmates, but had never came back home.

Both crimes remained unsolved for several years, but the work to find the perpetrator never stopped. Investigative operations were ongoing, forensic inquiries were run, necessary requests were sent to other regions, all suspicious characters and ex-cons  living and staying in Krasnokamsk were checked, more than 2,000 people were interrogated, a huge number of DNA tests and other forensic inquiries were run including on the objects found at the crime scene bearing biological evidence. The DNA of the perpetrator was entered into the federal database and it was when the investigators were checking the database, when they matched the suspected kidnapper’s DNA with that of the person who had committed sex crimes against two children in Krasnokamsk.

The senior forensic investigator of the Investigative Committee’s Forensics Directorate arrived in Perm Territory to provide practical assistance. During a well-planned interrogation professionally carried out in close cooperation with forensic specialists of the regional investigative authority and most experienced investigators, the man confessed to not only the sex crimes committed against two boys in 2011, but to the murder of a 7-year-old boy committed on 11 October 2011. The same day, the perpetrator was transported to Perm Territory for further investigative operations.

When the man’s statement was being checked on site, he told the investigators about the circumstances surrounding the murder of the boy and showed the place where he had hidden the body in the property owned by his parents in the suburbs of Krasnokamsk. The forensic experts examined the site using high-tech forensic equipment and found the boy’s remains.

At present, the investigators and operative officers of the Perm Territory Directorate of the Interior Ministry are carrying out a number of investigative and search operations to find out all the circumstances surrounding the crimes. They have ordered a number of forensic inquiries which are already underway. The suspect will soon be charged with the crimes he committed in 2011 and 2013. All the investigations are ongoing.

We would like to remind once more that all those major crimes committed against children were solved thanks to proper civic attitude and support of our citizens. The work done by volunteers, local residents and journalists who treated the incident as their personal problem and displayed unity and manifested best human qualities inspires deep respect. It was involvement of ordinary people, which helped to hold the suspect and perhaps to prevent other crimes.
