In Jewish Autonomous Region, proceedings finished against man from Smidovich District charged with attempted murder of girl

The Jewish Autonomous Region Office of the Investigative Committee has finished criminal proceedings against a 23-year-old resident of the settlement of Priamursky. The man is charged with an attempted murder of a minor out of hooliganism under Part 3 of Article 30, Part 2, items “c” and “i” of Article 105 of the RF Penal Code.

According to investigators, on the evening of 27 August 2016, a 12-year-old girl met an unknown man on the first floor of a block of flats in Vokzalnaya street in the settlement of Priamursky, Smidovich District. The girl told him that he was drunk and the man grabbed the girl tight around her shoulders, pushed her against a wall and started to strangle her with a bag strap. The man failed to finish his crime as he heard footsteps of a woman coming down a staircase. He fled the scene.

The man was identified and detained two days later. A lot of investigative and search operations had been done to do that. The investigators had made a decision to interrogate all men living around the crime scene. During those interrogations in two neighboring houses, the investigators could find a witness who had seen from the window of his flat a man running from the house. The witness described the man and his clothes in detail. All law enforcement authorities got that information at once. The agents were then able to apprehend a young man, who was later recognized as the one who had committed the crime. There was also other irrefutable evidence of his guilt. The man was placed in custody pending trial. The investigators paid close attention to the motive and mental state of the accused. A psychological examination showed that he was perfectly capable of appreciating his actions which along with other evidence allowed qualifying his actions as a deliberate killing attempt. The motive however was a petty one – the girl’s remark about the man being drunk. Such a reaction to the remark, demonstrates the man’s disregard of common moral norms and of a human life. It was also found that the accused had lived in the other region before. The investigators made a detailed crime’s description and sent it to other regions in order to check if the accused had been involved in other similar crimes. At present this information is still being checked.

The investigators have enough evidence against the accused, so the criminal case has been forwarded for the indictment to be signed and will then be referred to court.
