Probe launched into death of civilians after shelling of Donetsk by Ukrainian military

The Department for investigation of crimes connected with the use of prohibited means and methods of warfare of the Investigative Committee’s Head Office has opened another investigation in the use of banned methods of war under part 1 of Article 356 of the RF Penal Code.

According to investigators, between 1 and 3 February 2017, Ukrainian military servants executed criminal orders of their commanders and officials of the Ukrainian Ministry of Defense and opened artillery fire from heavy weapons on several districts of Donetsk and the settlements of Yasinovataya and Makeyevka. Three local residents were killed, 15 more were taken to hospitals with wounds. At least 60 homes and other facilities of civilian infrastructure were damaged.

The Ukrainian military servants and those who gave the orders violated the Minsk Protocol (Minsk, 05.09.2014) and the follow-up Memorandum (Minsk, 19.09.2014), Convention on the rights of the Child (New York, 20.11.1989), the Geneva Convention relative to the Protection of Civilian Persons in Time of War (Geneva, 12.08.1949) and Protocol Additional II (Geneva, 08.06.1997). We believe that they are perfectly aware about those norms and violate them deliberately.

The Investigative Committee is going to keep on documenting all crimes against peace and safety of humanity which have no statute of limitations. This is why the materials we have collected can serve as evidence in any kind of a trial. No doubt that the people of Donbass will ever forget the unjustified aggression of Ukrainian soldiers. Those who are killing civilians and destroying their own country will also remember their mistakes.
