The Arkhangelsk Region and Nenets Autonomous Area Office of the Investigative Committee has pressed charges of negligence that has led to the death of two under Part 3 of Article 293 of the RF Penal Code against former director of the Krasny Bor Children’s Home.

According to investigators, on 21 June 2016, the accused gave instructions to the facility’s labor inspector to make bath besoms and told the inmates that they could be helpful. She however failed to take enough measures to ensure their safety during a mass event. A team of at least 8 children took advantage of the opportunity to leave the premises and went to the Northern Dvina river to swim. Two of the inmates aged 11 and 14 could not fight the current and drowned

The accused denies the charges. The investigation is ongoing.

Earlier a court convicted the labor inspector of the orphanage for negligent homicide of the two inmates as he had let them go swimming in an unequipped place.
