Former Director of Administration Motor and Electric Transport of Novosibirsk convicted in bribery

The evidence gathered by investigators of the 5th Investigative Directorate of the Investigative Committee (located in Novosibirsk) is seen as sufficient by court to pronounce a sentence to former head of municipal state enterprise “Administration of Motor and Electric Transport” Aram Suvaryan and his acquaintance Artur Margaryan. In dependence of their role in a crime, they are accused of attempted bribery in large amount under Part 3 of Article 30, Part 6 of Article 290, attempted mediation in bribery in large amount under Part 3 of Article 30, Part 4 of Article 291.1 and fraud under Part 3 of Article 159 of the RF Penal Code.

The investigation and court have revealed that Suvaryan on 10 February 2015, being the Head of the state enterprise mentioned above, offered an entrepreneur his services to win in a competition, organized by the Novosibitsk city administration, for a contract on passenger transportation via minibuses. Initially, Suvaryan asked 3 million rubles to complete the deal. During numerous negotiations featuring the mediator Margaryan, the sum of a bribe was decreased to 2 million rubles. In order to prevent unlawful actions of Suvaryan and Margaryan, the entrepreneur reported to the Novosibirsk Region Directorate of the Federal Security Service, all further actions of the accused were controlled by Security Service agents.

As all conditions set by Subaryan were met and as it was agreed, the entrepreneur was named a winner in the competition in June 2015. on 30 June 2015 in the town of Berdsk, Margaryan has received a bribe of 2 million rubles from the entrepreneur, which then should’ve been passed to Suvaryan. Margaryan got detained by security service agents.

It is also revealed that Margaryan from February to June 2015 received 150,000 rubles monthly from the entrepreneur, allegedly passed to Suvaryan for protection of business and decrease of number of inspections of current transports routes. They stole 750,000 rubles that way.

The accused were placed under arrest for the duration of investigation pending trial.

A court convicted Suvaryan to 8 years in maximum security prison and a fine of 10 million rubles, and his accomplice Margaryan was sentenced to 8 years of maximum security prison and a fine of 8 million rubles. Suvaryan was also prohibited to employ to state government and local governments engaged into administrative and organizational responsibilities.
