So-called bill collectors suspected of damaging property held in St. Petersburg

The Saint Petersburg Directorate of the Investigative Committee continues the investigation in destruction or damaging property under Part 1 of Article 167 of the RF Penal Code. Following the order of the Investigative Committee’s Chairman, the investigation was withdrawn from the Nevsky District Police Office and taken over by the Saint Petersburg Directorate of the Investigative Committee.

Investigators together with police officers have identified a security officer of OOO Domashniye Dengi (Home Money), a pay-day lender Svyatoslav Bargotin and a former security officer of the said company Alexei Baldychev. According to the investigators, in April 2017, Bargotin introduced himself as a debt collector and poured some PU foam in key holes of several flats in an apartment building in Nevsky District causing the tenants a damage of more than 8,000 rubles. He also stuck some notices demanding that residents had to pay the debt of one of the tenants. In the morning some of the residents could not leave their flats. The investigators have also revealed that Baldychev poured some PU foam in the key hole of a flat in Budapeshtskaya Street in February 2017.

At present the suspects are expecting charges and custodial restraint. The investigators are going to check in the activity of the pay-day lender is in line with the current law. The investigation is ongoing.
