Deputy head of Rostov Region Directorate of Penitentiary Service suspected of bribery

The seventh office of the Investigative Committee’s Directorate (based in Rostov-on-Don) has initiated criminal proceedings against deputy head of the Rostov Region Directorate of the Federal Penitentiary Service Sergei Ralnikov suspected of getting a bribe on a very large scale under Part 6 of Article 290 of the RF Criminal Code.

According to investigators, from July 2016 to April 2017, Ralnikov acted as a member of a group in collusion with another official of the regional prison authority and personally received from deputy CEO of a company, who was also an official representative of another organization, a bribe of more than 2 million rubles in several stages. The money made only a part of a bribe of at least 2.6 million rubles. It was to pay for the actions for the benefit of the representative of commercial organizations and to assist trouble-free acceptance of goods supplied by the organizations and transfer of money as payment under contracts concluded between the Rostov Region prison authority and its subordinate institutions and the said companies on supply of goods for the needs of Rostov Region prison authority.

The perpetrator was stopped by joint operations carried out by the seventh office of the Investigative Committee’s Directorate and the Rostov Region Office of the Federal Security Service.

Ralnikov has been taken in custody pending trial.

At present, investigative operations are underway to identify other officials involved in the crime and to find out all the circumstances surrounding it. The investigation is ongoing.
