Head of Cheboksary suspected of office abuse

The Chuvashia Office of the Investigative Committee has opened two investigations against head of the town of Cheboksary Irina Klementyeva based on filed provided by the Chuvashia Office of the Federal Security Service. The woman is suspected of two counts of abuse of authority under Part 1 of Article 285 of the RF Penal Code.

According to investigators, the suspect was CEO of OAO Chuvashia-Med insurance company in which 100% of its authorized capital belonged to the town of Cheboksary and in November 2013, she illegally concluded two bargains on using the assets of the company hiding from the committee of directors her personal interests in the deals and without asking approval from the stockholders meeting.

On behalf of the insurance company she let on 10-year lease more than 370 sq meters of a non-residential building to a company the sole founder and CEO of which was her husband. The rent was less than 80 thousand rubles a month, which is evidently too low as the preliminary market cost was at least 132 thousand rubles. In addition, on behalf of the insurance company the suspect sold to the mother of the company’s chief accountant a plot of land of more than 1.7 sq meters at understated price of 1.5 million rubles while its market cost was at least 4.4 million rubles. Both assets are located in the town of Cheboksary.

The insurance company suffered a damage of more than 5 million rubles, while the town of Cheboksary did not receive dividends of at least 20% of the company’s net income.

At present, the two cases have been joined in a single lawsuit, necessary investigative operations are underway to find out all the circumstances surrounding the crimes. The investigators have conducted 15 searches and confiscated some evidence related to the case. Forensic assessment and some other examinations are expected to be ordered soon. Necessary steps are going to be taken to compensate for the damage done and to discover contributing factors. The investigation is ongoing.
