The Moscow Academy of the Investigative Committee has hosted today a joint videoconference round table with the Kazan (Volga Area) Federal University. The topic of the discussion was – Fighting the spread of criminal subculture in children’s institutions as important element of crime prevention.

The conference was attended by acting chancellor of the Moscow Academy Anatoly Bagmet, head of the third major cases department of the Investigative Committee’s Tatarstan Office Airat Valeyev, dean of law department at the Kazan (Volga Area) Federal University Liliya Bakulina, director of the Psychology and Education Institute of the Kazan (Volga Area) Federal University Aidar Kalimullin, head of Criminology and Penal Law of the Kutafin State Law University of Moscow Igor Matskevich, advisor of the logistics department of the Children’s Ombudsman Office Dmitry Nekorkin, head of the organization and analysis department of the Investigative Committee’s Procedural Control Office Viktor Svechinov, Tatarstan’s prosecutor Ildus Nafikov, Tatarstan’s Interior Minister Artyom Khokhrin, professors of the Moscow Academy of the Investigative Committee, Kazan (Volga Area) Federal University and Kazan Law Institution (branch) of the RF Prosecutor General Office’s Academy, scientists of Russian leading universities, teachers of children’s institutions, officials of the Tatarstan Prosecutor’s Office and the Tatarstan Office of the Investigative Committee.

Opening the meeting Mr. Bagmet delivered a welcoming address on behalf of Alexander Bastrykin, the Chairman of the Investigative Committee. The head of the Academy pointed out that protection of children’s rights against crimes is one of priorities of the Investigative Committee. He said that “Before the Investigative Committee was formed, there had been an undeclared war against children waged by different criminals. Each year more than 1.5 thousand children die in Russia of different crimes and about 2 thousand children suffer from crimes committed by their relatives. Until recently, there have been a lot of deaths following sexual crimes, but now it is changing. About 9 thousand investigations were opened in 2016 in sexual crimes committed against minors. The number of minors victimized in orphanages has gone down thanks to the persistent efforts of the Investigative Committee.”

Mr. Batskevich, Mar Fatkhullin, Mr, Svechinov and other scientists also made reports on the topic.

Having heard the reports, the participants of the event discussed problems of the spread of asocial behavior typical of criminal subculture in children’s institutions which makes children commit crimes.
