In Volgograd Region, husband and wife charged with killing adopted son, kidnapping child and other crimes

The Volgograd Region Office of the Investigative Committee continues an investigation in killing a 4-year-old adopted child and kidnapping a boy in the town of Morozovsk, Rostov Region. Following the order of the Investigative Committee Chairman both cases have been joined and are now investigated by the Volgograd Region Office.

By now the foster mother of the killed child has been charged with negligent homicide under Part 1 of Article 109, endangerment under Article 125 and fraud with benefits under Part 1 of Article 159.2 of the RF Penal Code. Both the wife and the husband are charged with kidnapping a child by a group of people under Part 2, items “a”, “c” and “e” of Article 126 of the RF Penal Code.

During the probe the investigators have questioned more than 50 witnesses of the crimes, ordered a number of forensic tests, including medical, DNA and psychiatric ones. The cause of child’s death and whether the foster parents were able to appreciate their actions during the crimes are now the questions that have to be answered.

The consultant of the education and guardianship office of the Chernyshkovsky District Administration who supervised the foster family though did it perfunctorily and only on paper is also under investigation. The investigators have found out that over two years she only once checked the living conditions of four adopted children. She has been charged with negligence entailing grave consequences under Part 2 of Article 293 of the RF Penal Code.

The investigation is ongoing.
