Probe finished against ex-head of legal drug control service of Tatarstan Drug Control Authority and his accomplice

The Investigative Committee’s Head Office has finished criminal proceedings against former head of the legal drug control service of the Federal Drug Control Service’s Tatarstan Office Yuri Kazakulov and resident of the city of Kazan Rustem Fatykhov. Depending on the role of each one they are charged with organization of illegal drug dealing on large scale, excess of power and complicity in it, illegal drug dealing on large scale under Part 3 of Article 33, Part 1 of Article 228, Part 1 of Article 286, Part 2 of Article 228, Part 5 of Article 33 and Part 1 of Article 286 of the RF Penal Code, version of the Federal Law of 19.05.2010 No 87-FZ.

According to investigators, in 2011, while still in office, in order to facilitate the performance and to overstate the results in revealing major drug crimes, Kazakulov organized purchasing, storing and transportation of more than 10 kg of drugs by Rustem Fatykhov, so that they then were found and seized by officials of the Tatarstan Legal Drug Control Service sobrdinate to him at the market owned by OOO Vitarus, a limited liability company, in the city of Kazan.

The investigators believe that Kazakulov had ordered Fatykhov to buy a little over 100 grams of heroin which he then mixed with sugar and tea to make the total weight more than 10 kg.

At the time, the performance of regional offices of the Federal Drug Control Service was made up and depended among other things on the number of confiscations of large amounts of drugs and the amount of heroin confiscated from illegal dealing at the moment the proceedings were started. This way, that seizure pushed the rating of the Tatarstan Office up from 10th in 2010 to 1st in 2011 in Volga Federal District.

At present, the investigators have enough evidence, so the criminal case has been forwarded for the indictment to be signed and will then be referred to court.
