Ex-housing utilities minister of Astrakhan Region to stand trial

The Astrakhan Region Office of the Investigative Committee has finished criminal proceedings against former Astrakhan Region minister of household utilities Viktor Yakovleva charged with abuse of office entailing grievous consequences under Part 3 of Article 285 of the RF Criminal Code.

According to investigators, following electronic public bidding in December 2011, under Clear Water state-run program, the Astrakhan Region housing utilities ministry and OOO PKF Kanalvodstroi, a limited liability company, concluded government contracts on reconstruction of water-purifying facilities in the settlements of Ikryanoye and Mayachnoye, Ikryanoye District.

Under the contract the contractor was to complete the work before 1 July 2012, which was not done. However, aware that the work had not been finished and the facility had not been put into operation, Yakovlev singed the settlement documents and paid the company more than 12 million rubles.

The facilities, on which the state allocated more than 50 million rubles, has not been finished until present time leaving the residents without fresh water.

Yakovlev denies all the charges.

The crime was revealed by officers of the Astrakhan Region offices of the Federal Security Service and Interior Ministry.

The investigators have enough evidence, so the criminal case with the signed indictment has been referred to court.
