In Chuvashia, probe launched in negligence of officials leading to 11-year-old girl go missing

The Chuvashia Office of the Investigative Committee has opened an investigation in negligence under Part 1 of Article 293 of the RF Criminal Code over improper discharge of their duties by officials of school attended by 11-year-old Anastasia Osipova, a girl that has gone missing, and of the Tsivilsk District administration’s juvenile commission.

According to investigators, being responsible for preventing child neglect and offences, the officials had failed to take steps and to register her mother as the one not being able to raise her child. In addition, the school staff interacted with the girl’s family only perfunctorily, while certificates they made that they had gone to visit her and looked into her living conditions were not true to fact. The investigators believe that this was one of the reasons why the girl went missing after 5 PM on 15 June 2017.

After the girl went missing, the Chuvashia Office of the Investigative Committee launched an investigation in murder under Part 2, item “c” of Article 105 of the RF Criminal Code. This investigation is ongoing and being supervised by the Investigative Committee’s Central Office.

There is an operations center headed Alexander Migushov, head of the regional investigative authority. Experienced investigators, policeman and search dog specialists are now looking for the girl. A UAV equipped with a thermal imager has been used to examine the town and surrounding areas. Divers of the Chuvashia Emergency Ministry have examined bodies of water near the girl’s house. More than 60 people have been interrogated. Responders are combing the area, go into flats and houses, examine abandoned buildings and wastelands, sewage wells, basements and attics in Tsivilsk and surrounding area. The investigators have pulled out CCTV footages from all the shops and from the Safe City software-hardware complex.

Officials of neighboring regions’ agencies, Penitentiary Service and Emergency Ministry, employees of housing utilities and a lot of volunteers are looking for the girl.
