The Jewish Autonomous Region Office of the Investigative Committee is investigating a murder of a minor under Part 2, item “c’ of Article 105 of the RF Criminal Code after a 3-year-old girl went missing in the settlement of Sotsgorodok, Smidovich District.
The search and investigative operations are ongoing not only in Jewish Autonomous Region, but in neighboring regions as well. All possible options are being considered, including accident, murder, kidnapping and other crimes. So far none of them has been confirmed as the right one. Despite all the efforts the child has not been located yet.
Investigators have qualified the actions of officials of the juvenile commission and launched an investigation in negligence under part 1 of Article 293 of the RF Criminal Code.
According to investigators, the missing girl lives in a single-parent family with a lot of children. The girl’s mother has had multiple police records for failure to discharge duties of raising children under Article 5.35 of the RF Administrative Offences Code. She does not take part in bringing up her children born in 2007, 2010, 2011 and 2014. The children have to live in insanitary conditions with not enough food for them. The mother used to leave the children with her parents who abuse alcohol and endangered them. The juvenile commission failed to take any steps to help the family. Aware that the children were in socially dangerous situation, the officials of the Smidovich District administration’s juvenile commission and Smidovich District guardianship department did not take measures to protect the children. By now the children have been confiscated from the family and placed in institutions.
The investigators are looking into all the circumstances surrounding the incident, studying necessary documents, conducting other investigative operations to document the evidence. The investigation is ongoing.
Unfortunately, this is not the only case when tragedies happen with children because of negligence of officials. An investigation has been opened today in Sverdlovsk Region in malfeasance of guardianship authority and juvenile inspectorate which lead to the death of a small girl.
The Investigative Committee has lately opened similar investigations in negligence of officials in Khabarovsk Territory, Magadan and Volgograd Regions. In all those cases disregard by officials of their duties lead to major crimes having been committed against defenseless children. The Investigative Committee which always protects interests of children and their rights, is determined to continue to prevent such crimes.
