Omsk Region investigators looking into death of teenager in water

A 13-year-old boy drowned at about 5 PM on 29 June 2017in a reservoir located in the town of Isilkul, Omsk Region. The Omsk Region Office of the Investigative Committee is running a check in the incident.

According to preliminary data, the boy and his 12-year-old cousin and classmate took an inner tube and went swimming. When they were off the bank, the tube tipped over and both children fell in water. The girl started drowning and the boy pushed her back onto the tube, but was dragged down in water under his own inertia. The girl’s brother rushed to help them, but once in water he also started drowning. A 22-year-old man was on the bank at the moment and heard the kids scream for help. He jumped into water and pulled out the girl and her brother, but failed to save the 13-year-old boy. The child, who was the first to help the girl, drowned.

Investigators have established, that the reservoir located near a summer cottage community is a tank created over 50 years ago and is not equipped for swimming. Horticulturists take water from it and it has no owner.

The investigators have also found out that the drowned boy was raised by a single mother. He was a kind boy, active school student, organized and hosted school events. He saved his cousin by sacrificing his own life.

The investigators are going to find out the reasons for the incident, give legal assessment to the actions of the boy’s mother who was under the influence at the moment and had no idea where her son was. They are also going to see which safety measures should have been taken by officials to prevent accidents in the reservoir. A procedural decision will be made following the check.
