The Moscow Academy of the Investigative Committee has hosted an event dedicated to the day when position of court investigator was instituted in the Russian Empire (Order of Emperor Alexander II of 8 June 1860 “On separating investigation from the police”).

The event was attended by administration, professors, teachers and students of the Moscow Academy of the Investigative Committee and students of the Academy’s Advanced Training Institute.

Opening the event, Anatoly Bagmet said that by order of the Investigative Committee’s Chairman Alexander Bastrykin of 4 April 2017 No 55 “On holding events by the RF Investigative Committee dedicated by memorable dates in the history of Russia’s preliminary investigation” for the purpose of instilling patriotism in employees and students of the Investigative Committee’s universities, of informing about the activity of the Investigative Committee and of closer cooperation with other state authorities engaged in preliminary investigation, 8 June is instated as the Day when position of court investigator was instituted in the Russian Empire, when trial model of preliminary investigation was created and started developing. Mr. Bagmet stressed that the Order of Emperor Alexander II of 8 June 1860 “On separating investigation from the police” instituted positions of court investigators responsible for carrying out investigations in all kinds of crimes under jurisdiction of courts. Published along with that Order, were Instruction to court investigators and Instruction to the police on inquiries in crimes and wrongdoings. They set the investigation procedure, defined relationships between an investigator, police and judicial settings, regulated other aspects of investigator’s job. Investigators had the right to check and add to the inquiry in case of necessity and to cancel decisions made during the inquiry.

Head of the department for management of investigative bodies and organization of law-enforcement at the Moscow Academy of the Investigative Committee Yuri Tsvetkov delivered a lecture telling all the present about the history of appearing and developing the institution of court investigators in the Russian Empire and about suggestions to restore this institution in modern-day Russia.
