The Head Office of the Investigative Committee has charged former mayor of the town of Pereslavl Zalessky Denis Koshurnikov with abuse of power by the head of local government involving grievous consequences under Part 3, item “c” of Article 286 of the RF Criminal Code and finished the investigation against him. The accused, the injured party and their lawyers are going to start reading criminal files.

Two more suspects are going to be charged soon. Founder and CEO of OOO NTfarma Rustam Ataullakhanov is going to be charged with embezzlement and money laundering under Part 4 of Article 160 and Part 4, item “b” of Article 174.1 and Yevgeny Sultanov with embezzlement under part 4 of Article 160 of the RF Criminal Code.

According to investigators, AO ROSNANO invested in OOO NTfarma more than 1 billion rubles since 2010 to build a pharmaceutical factory producing vaccines and therapeutic biologicals in Pereslavl District, Yaroslavl Region. The heads of the company committed to construct and commission the factory by September 2012, however they moved the date a lot of times.

The work to construct the said factory was not done for many years, while the money received by NTfarma from ROSNANO had been embezzled. To make it look like the project had been implemented, Ataullakhanov and Sultanov bought in 2011 a plot of land from Koshurnikov’s OOO Protect, while the latter served as the head of Pereslavl District at the moment of the deal. The plot is located in Lake Pleshcheyevo National Park which makes it impossible to get a construction permission without a written authorization from the RF Ministry of Natural Resources and Ecology. Nevertheless, Koshernikov had issued such an authorization. The construction carried out under illegal authorization, did irreparable damage to plants in Lake Pleshcheyevo National Park.

Koshurnikov and Sultanov admitted their guilt.
