Probe finished against former mayor of Vladivostok Igor Pushkaryov and his accomplices

The Major Cases Directorate of the Investigative Committee has finished investigation against mayor of Vladivostok Igor Pushkaryov, former director of Vladivostok Roads, a municipal unitary enterprise, Andrey Lushnikov and CEO of AO Tostoktsement Andrey Pushkaryov. Depending on the role of each one they are charged with bribery and complicity in bribery, abuse of power, commercial bribery, used of forged document, giving a bribe under Part 6 of Article 290, Part 3 of Article 285, Parts 2 and 3, item “a” of Article 204, Part 5 of Article 33, Part 6 of Article 290, Part 2 of Article 201, Part 3 of Article 327, Part 5 of Article 291 of the RF Criminal Code.

According to investigators, from 2009 to 2015, mayor of Vladivostok Igor Pushkaryov aided and abetted by Lushnikov received from his brother Andrei Pushkaryov a bribe of 75 million rubles for acting for the benefit of AO Vostoktsement for selling to Vladivostok Roads, a controlled firm, construction materials necessary to build and repair roads in the city. Pushkaryov and Lushnikov prevented other companies from taking part in municipal biddings for road construction contracts. Pushkaryov brothers are also charged with commercial bribery of 4.2 million rubles given to Andrei Lushnikov for him as director of Vladivostok Roads acted in the interests of AO Vostoktsement by buying the construction materials. Illegal actions of the accused caused Vladivostok Roads a damage of 143.6 million rubles and a loan debt of over 600 million rubles.

In addition, the investigators believe that Lushnikov abused his power when he spent 11.5 million rubles of Vladivostok Roads to buy forged bank guarantees which he then used as collateral when concluding government contracts.

The Prosecutor’s Office has signed the indictment. The case has been referred to the RF Supreme Court for it to determine which court has its jurisdiction.
