Investigative Committee Chairman attends international conference

The Investigative Committee’s Moscow Academy has hosted the International Conference “Investigation in Russia: 3 centuries in search for concept” dedicated to the 300th anniversary of “major” investigative offices and Emperor Peter the Great’s Order to offices.

The conference was attended by some 50 representatives of educational and scientific organizations, including the Lomonosov State University of Moscow, the Kutafin State Law University of Moscow, the Moscow State Institute for International Relationships of the Russian Foreign Ministry (MGIMO), the RUDN University, the Interior Ministry’s Kikotyan University of Moscow, the Interior Ministry’s Management Academy and others. The attendees included 18 doctors of law.

Chairman of the Russian Investigative Committee, doctor of law and professor Alexander Bastrykin made a report on the strategy of developing investigative authorities in Russia. He shared his views on such conceptual subjects as creating a single investigative agency, stability of criminal procedure legislation and training of investigators. The Chairman had tasked both Academies of the Investigative Committee to fully provide the agency with staff in the next 5 years.

In his report, acting chancellor of the Academy, candidate of law, associate professor Anatoly Bagmet noted that the Investigative Committee had proven its necessity for the society to protection constitutional rights of citizens.

Doctor of law, professor Yuri Skuratov mentioned achievements of the Investigative Committee and correctness of the decision to create it made by the country’s leadership. He pointed out that being a scientist and constitutionalist, he believes that the idea on investigative authority as an independent branch deserved attention and that he would support the idea of giving the Investigative Committee a constitutional status.

First Vice-Chairman of the Federation Council, doctor of law, professor Aleksei Aleksandrov told the attendees about outlooks of improved preliminary investigation legislation.

Head of the criminal procedure, justice and prosecution department of the Lomonosov State University of Moscow, doctor of law, professor Leonid Golovko spoke about reports of criminal proceedings in post-soviet countries.

High role of an investigator in the modern-time society is confirmed by the fact that a lot of scientists and practitioners spoke on professional training of investigators. Among doctors of law alone, who took part in the conference, the reports on educational policy were made by: Igor Matskevich, Vyacheslav Isayenko, Nadezhda Kruchinina and Sergei Rossinsky.

President of the Russian Criminological Association, doctor of law, professor Azalia Dolgova told the audience about the criminological culture of investigation.

Colleagues from Belorussia, which has had the single Investigative Committee for 6 years now, also shared their experience of building investigative authorities.

The discussion was interesting and fruitful. The Chairman of the Investigative Committee awarded medal “For Service” to doctor of law, professor Yuri Skuratov who was the RF Prosecutor General in 1995-2000.

In addition, the Investigative Committee’s Moscow Academy and All-Russian Research Institution of the Russian Interior Ministry signed an agreement on creative cooperation.
